Thank you for your prompt response to my request for public records submitted Feb.28th. Ref. Items 1 and 3: The data provided appears to be adequate. Base on the actual enrollment data for 1995 through 2005 a linear regression based projection to the year 2012 was made. The coefficient of correlation is 0.986. This number is acceptable to most mathematicians and may be used to predict the future until Avon approaches build out. (See Graph) Ref. Item 2 and 5: The records request asked if a Feasibility Study had been completed for the current Middle School Project. If such a study had been completed a copy was requested. We were looking for a Budget and then an analysis of the current proposal, to construct a new middle school on the property adjacent to the current school. No such data, in whole or in part was provided. Is it correct that such a Feasibility Study has not been completed to date? Does this data exist to conduct such a study? Ref. Item 4: We received: A Dec. 5, 2005 letter from mkc Associates establishing a work scope which includes the middle school Board Meeting Minutes for Jan. 10, 2006, which show mkc Associates were present. The meeting minutes do not include any discussion of the project. We noted that there is, what appears to be a presentation, dated Jan. 10, 2006, (Facility Planning) included in the documents provided. The author of the presentation is not identified. Was this presentation prepared by mkc Associates? Was it presented to the Board at the Jan. 10th meeting? Was there Board discussion of the presentation? Were any conclusions reached? No other documents were provided to show that the Board did discuss, analyze, and draw conclusions relative to the Middle School project. We are aware of the discussion at the last Board meeting. Are there other documented discussions, reviews, and analysis, and conclusions you wish to identify and share with the public? Ref. Item 6: No documentation was provided. Is that accurate? Ref. Item 7: A copy of Avon Avenues Feb. 2006 was provided. This document does not communicate any specific project plans. Is this all there is? With respect to the proposal for a new middle school: What grades are to be included in the new facility? (7 and 8, 6, 7, and 8, or other split) Do you plan to replace the existing school? If so, what are your plans for the current facility? If you do not plan to replace the facility do you plan to update it? Do you plan to utilize the existing athletic facilities at the current middle school for the proposed new school or do you plan to construct new facilities? Has a bond issue been passed to provide funding for this project? What is the total dollar amount assigned to this project? What is included in this budget number? (Land acquisition, building cost, athletic facilities, and/or other non-construction costs) Looking at the current facility: Less than 1/3 of the land owned by the School is used for academic class buildings; the balance of the property includes the athletic fields, parking, and green space. The School owns 30.52 acres at this facility. Much less than 10 acres are used for academic facilities and some parking. One of the advantages of using adjacent property for a new school is that greater than 2/3 of the current facility should be useable and would not need to be reconstructed. How much acreage do you really require to satisfy your expansion needs for academic purposes? In your planning, what budget dollar amount have you used for land acquisition? How was this number arrived at? For the new facility: What enrollment level do you plan for the proposed facility? If you facilitize to this level you will meet your requirements until what year? What square foot per student number are you using for planning purposes? What is the expected cost for the new facility; land cost, construction cost, other costs? How were the costs determined? This public records request is seeking information relative to the project to construct a new middle school and the eminent domain proceedings to secure property for the middle school.
The term B.O.E. as used in this request is intended to mean any member of the Avon Board of Education.
Please provide the following in response to this public records request:
1) Copies of all documents from any meetings (formal or informal) where this topic was addressed in any fashion.
2) All notes, memoranda, or other documents concerning this topic.
3) All telephone logs and/or messages concerning this topic.
4) Any e-mails, text messages, faxes, or other electronic communications concerning this topic, whether on personal or public email accounts and cell phones.

Avon School Board meeting – April 15, 2008
Topics for discussion
The main purpose of my request to be on the agenda for this Board meeting is to discuss the need for a new Middle School.
The current Middle School was built in 1956. According to MKC, they were asked to perform an inspection of the building – It was stated that they did an infrastructure analysis and found that the electrical, HVAC, and plumbing would need replaced. Was there any analysis of the building itself?
Avon East was built in 1961 – why was this building considered sound enough to add an addition last year? What type of survey was performed?
There is only 1 means of egress onto Nagel – is this a valid argument for the Middle School
Per Mr. Smitek - there are 555 3rd and 4th graders, 515 5th and 6th, 505 - 7th and 8th, and 820 HS. - in 4 years there will be approx. 555 7th and 8th graders - 515 9th and 10th, and 505 11th and 12th - So worst case scenario there would be 1565 students in the HS.
Mr. Reitenbach’s comments in the Morning Journal - January 25, 2006:
''A new middle school will probably cost less than trying to renovate the current one. But we can't tear it down until we have a place to put the students. If we expand the high school, we would have that room,''
Why was the plan decided upon in January ’06 – no longer viable?
Site Size – Mr. Smitek is quoted in the Avon Avenues that a Middle School requires 25 acres + 1 acre per 100 student. However the information I received from the OSFC does not support that statement.
The current site is 30.52 acres – based on the OSFC, you can provide a facility to house 1000 students. The building would need to be approx. 140,000 square feet. The Middle School is approx. 65,000 square feet. If planned properly, a new multi floor facility can be placed exactly where the existing school now sits.

It appears to me that the decision made in 2006 is still valid today. I believe the existing school can be torn down and rebuilt while the children are housed in the H.S.
In addition, The HS was built in 1997, but needed an addition in 2007?
Heritage North and South were built in 2005, now an additional elementary school will be needed?
